Purpose

The Brewers Park Precinct Management Model Analysis and Recommendations, along with the Master Plan Review project, was initiated by the Mackay Regional Council with a clear purpose in mind. Brewers Park, a vital multi-sport facility in Sarina, under the Council's jurisdiction, had an existing Master Plan dating back to 2012, which needed a comprehensive review in 2022. This undertaking aimed to address several key issues. Firstly, it sought to identify and rectify the significant facility improvements outlined in the original Master Plan that had not yet been executed. Additionally, the project aimed to reassess the current management model, where small clubs were responsible for implementing improvements, to ensure the long-term sustainability of Brewers Park. Council recognised the need for alternative approaches that could better serve the precinct's future.

Approach

The approach taken in this project was highly collaborative and community-oriented, mirroring the principles of engagement outlined in the IAP2 framework. The process actively involved stakeholders, including local sporting clubs, community groups and Council representatives. Stage 1 of the project focused on evaluating different management models and recommending the most suitable one. It included comprehensive stakeholder engagement and an analysis of management model options, culminating in a recommendations report for the preferred model. In Stage 2, the project facilitated the implementation of the Council's chosen management structure. This stage involved assisting in the selection of representatives and guiding the newly formed management body in developing crucial governance documents, such as a Terms of Reference. Lastly, Stage 3 involved the development of the Brewers Park Sporting Precinct Master Plan. This included extensive consultation, a high-level review of the existing master plan and the preparation of a new plan, complete with a prioritised implementation plan.

Outcomes

The Brewers Park Precinct Management Model Analysis and Recommendations, along with the Master Plan Review, have delivered a range of significant outcomes for the Mackay Regional Council and the Sarina community. This project goes beyond just updating a master plan; it charts a course for the future of Brewers Park and its role in the community. Firstly, the project identified a suitable and sustainable management model for Brewers Park, addressing the concerns of long-term viability and effective facility management. Secondly, the development of the Brewers Park Sporting Precinct Master Plan ensures that the facility's potential is fully realised. This comprehensive plan considers the needs and aspirations of the community, providing a roadmap for improvements and enhancements that will benefit residents of Sarina. Ultimately, this project secures the future of Brewers Park as a high-quality, well-managed and accessible hub for sports and recreation, enriching the lives of the local population.
